AmeriCorps State Program





Authority: This agreement is entered into pursuant to the authority of the National and Community Service Act of 1990 as amended (42 U.S.C. 12501 et. seq.), by the National & Community Service trust Act of 1993.

Purpose: This agreement provides support for the conduct of AmeriCorps programs with the principal goals of "Getting Things Done" in communities, strengthening the ties that bind communities together, and developing the citizenship and skills of members.

This agreement consists of pages 1 - 5, Cooperative Agreement Terms numbered I-VIII, the 2003-04 AmeriCorps Grant Provisions dated July, 2003 and the budget. The AmeriCorps Grant Provisions are found at www.americorps.org/resources/manuals.html and the budget is found in the Web Based Reporting System.

COOPERATIVE AGREEMENT TERMS



I. PROGRAM DESCRIPTION

The AmeriCorps Program (the agency) and Volunteer NH! (The NH Commission) hereby agree to implement and oversee the AmeriCorps program. This program shall be conducted in accordance with Volunteer NH! Year (2003-2004) application and revisions, and with the program budget located in WBRS. The reference application, revisions and budget defines the objectives and manner of implementation of the program. These, in no case, supersede the terms and conditions of this award. Any language of budget items contained in the approved application and budgets do not change or take precedence over any requirements contained in this award and its Provisions.

II. PROGRAMS AND FUNDING

The following specific AmeriCorps program is being funded under this agreement for the number of participants and funding specified:

V. AGENCY RESPONSIBILITIES

A. GENERAL

  1. The Agency receiving this award agrees to be responsible for all aspects of its program including the management, oversight, operation and evaluation of the specified AmeriCorps program. The Agency will work closely with the NH Commission in implementing its AmeriCorps program.

2. The Agency will implement its AmeriCorps program in accord with the National and Community Service Act as amended (42 U.S.C. 12501, et seq.), the Corporation For National & Community Service's (the Corporation) regulations (45 CFR 2510, 2513, et al.), the AmeriCorps State application and the terms of this agreement. The NH Commission will not impose additional requirements on the Agency without prior approval of the Corporation. This does not preclude the NH Commission from gathering financial or other data, in accordance with their needs or implementing other NH Commission procedures as long as such processes do not preempt Corporation requirements.

B. SPECIFICS

1. The Agency will operate any grants under this agreement in accord with the terms of this agreement and will administer this award through the completion of the AmeriCorps program.

  1. The agency hereby agrees only to request reimbursement for funds legitimately expended on the AmeriCorps program.
  2. The Agency will provide the NH Commission with a monthly invoice based upon cash expended and amounts budgeted. Monthly requests for reimbursement will be fulfilled within 15 days of the request, provided the request is received by the fifteenth (15th) of the following month. These invoices will be monthly Periodic Expense Reports (PER) on the Web Based Reporting System (WBRS).
  3. At the close of the grant period, a final invoice detailing actual expenses for the program year will be submitted no later than 30 days after the close of the grant period (Close Out Report). The final invoice will indicate total actual expenditures.
  4. As part of the agencies responsibilities as they are intended for the program as well as to meet statewide goals, the agency will:
  1. Agree that any funds received under this grant will not be used to supplant normally budgeted funds for programs or services of the same or similar type. The agency agrees to use any funds under this grant to provide new or additional services, equipment or materials, not to defray costs to maintain current levels of service.
  2. Agrees to maintain an accounting system, internal controls and supporting documentation including, but not limited to, payroll records, time and attendance records, invoices, purchase orders, and travel vouchers, for all program activities during the period of the agreement. The agency agrees to maintain program and fiscal records relating to this grant for a period of seven (7) years from the program end date.
  3. Provide the NH Commission with the agencies most current A-133 or equivalent review.
  4. Meet the minimum match that is identified by the Corporation while using the match identified in the programs grant application as the match goal.
  5. Agrees to operate the AmeriCorps program with a minimum of one (1) full-time equivalent AmeriCorps Program Staff and other appropriate staff to oversee the program effectively.
  6. To provide AmeriCorps Program Staff and other necessary staff direct Internet email capability and agrees to have at least one staff person subscribe to the AmeriCorps listserve run by the National Service Resource Center (at ETR Associates).
  7. Achieve goals, objectives and outcomes of the program as identified in the program grant application. Manage all AmeriCorps project sites in conformity with grant regulations, provisions and standards set forth by the Corporation and the NH Commission.
  8. Implement, execute and maintain documentation systems and effective evaluation practices.
  9. Communicate to the NH Commission about any staffing changes as they occur.
  10. Measure achievement, report progress and abide by the reporting requirements on an ongoing basis by updating the WBRS progress report at mid-year and end of year.
  11. In all publications, press releases and other documents describing this program, the agency agrees to include the statement, "This project is supported by NH AmeriCorps".
  12. Identify itself as an AmeriCorps program as appropriate, such as, but not limited to; stationary, brochures, signs and using AmeriCorps in the name of the program.
  13. Have representation from program staff at NH AmeriCorps Program Staff meetings, technical assistance workshops, trainings and events sponsored by the NH Commission as appropriate.
  14. Require member attendance at specified statewide events sponsored by the NH AmeriCorps office such as but not limited to; orientation, swearing in, MLK Day, Life After AmeriCorps and recognition.
  15. Support the efforts of the NH Commission by effectively managing the participation of staff and members in events that are considered "non-mandatory." Communicating effectively with the NH Commission, members and others so that programs and members can participate in events that will build identity, promote AmeriCorps community strengthening objectives, foster collaboration for the mutual benefit of the NH Commission, grantees and national service programs, allow members to network and to strengthen the statewide esprit de corps.
  16. Provide adequate orientation, training and technical assistance to all project sites with AmeriCorps member placements. At a minimum this should include host site orientation with host site supervisors, a written agreement of roles and responsibilities, and documented communication and/or visits with site supervisors.

q) Implement a quality training program that strengthens members and results in; members who are prepared, trained and supported in their service; attendance at required statewide trainings and events; and to receive recognition for making a contribution to the community.

VI. THE COMMISSION RESPONSIBILITIES

1. The NH Commission will work closely with the Agency to help assure the quality of the AmeriCorps program and to reasonably accommodate the needs of the Agency and the AmeriCorps program.

2. The NH Commission will provide access to technical assistance to the AmeriCorps program as agreed upon. Such assistance needs and provisions will be coordinated with the Agency.

3. The NH Commission will coordinate with the Agency, visits to AmeriCorps sites, and assessments and evaluations of the program. The NH Commission, in cooperation with the Agency and the Corporation, will coordinate any corrective actions or changes deemed necessary for an operating program.

4. The NH Commission will provide timely review and responses to requests for approval or issues that necessitate the NH Commissions involvement.

VII. SPECIAL CONDITIONS

1. If the Agency must modify its program objectives during the program year, those objectives must be sent to the NH Commission for Board and Corporation approval.

VIII. FUNDING PROVISION

  1. It is understood and agreed that this contract will be funded through the Corporation for National & Community Service. In the event that such funding is reduced, suspended or terminated for any reason, or other grant terms are significantly changed, the NH Commission shall have the right unilaterally to terminate this contract, to deobligate funds or to negotiate appropriate modifications to this contract. The designated fiscal agent is under no obligation to provide funding for the agency.
  2. By signing below it is understood that you have read the AmeriCorps Policy & Procedures and the Provisions for the 2003-2004 program year.
